1. OBJECTIVE

The primary objective of implementing the "Best Library User Award Policy" is to recognize and reward outstanding users who consistently and effectively utilize the resources and services of the University Library-TNPESU. This initiative aims to promote the reading habits, academic excellence, and strict adherence to library rules and regulations among all users.

2. SCOPE

The policy applies to:


1. All UG, PG, and Ph.D. research scholars of the university departments.


2. All teaching, supporting and non-teaching staff of the University.


3. Who has been registered as a member of the University Library.


4. Separate awards will be given for different categories, such as: Best Library User - Student, Best Library User – Research Scholar, and Best Library User – Faculty/Staff.


3. ELIGIBILITY

3.1 A user must hold a valid membership at the University Library-TNPESU.


3.2 A user must have no outstanding library dues.


3.3 A user must have utilized the library for a minimum of 30 days during the academic year's assessment period.


4. ASSESSMENT PERIOD

The performance of research scholars, students, and staff of TNPESU will be evaluated from 1st July to 30th April of the academic year. The University Library will inform the receipients through email and over phone two weeks well in advance about the award and invite them to collect their certificates. Awards will be determined and announced in August on the occasion of Librarian’s Day.


5. SELECTION CRITERIA

To select the best library user for the academic year, six criteria were considered: number of library visits, books borrowed and referred, e-resource usage, timely return of library documents, code of conduct, and adherence to library rules. The weightage assigned to six criteria is given below. The Best Library User will be chosen based on the highest total score across all criteria.

6. EVALUATION METHOD

The University Librarian will maintain usage statistics for all users throughout the assessment period. A Library Award Committee will evaluate users based on the six criteria. The committee may consist of the Librarian, faculty members, and the Registrar. Each criterion will be assigned a score, and the user with the highest total score in each category will be recommended for the award.


7. NUMBER AND NATURE OF AWARDS

Number: The University Librarian will confer a total of 15 awards each year. Best Library User - UG, PG,and Research Scholars.


Nature: A Certificte of Appreciation signed by the Vice-Chancellor, Registrar, and Librarian.


8. CONDITIONS

The committee may choose not to grant the award in any category if none of the candidates meet the minimum standards set in the policy. Any user found guilty of plagiarism, serious misconduct, or damaging or stealing library materials during the assessment period will be automatically disqualified. If there is any disagreement about how this policy should be interpreted, the decision of the Head of the Institution will be final and binding.


9. POLICY REVIEW

This policy will be reviewed once in every three years. Suggestions for improvement may be submitted in writing to the Librarian, who will present them to the Committee.


10. "BEST LIBRARY USER" AWARD BY ACADEMIC YEAR (FROM AUGUST 2023)

The university library conducts the BLUA ceremony every year and distributes awards to eligible members. The list of department-wise best library users from the academic year 2022-23 to the present is provided below.

*The Library's working hours have been extended from 5.45 p.m. to 8.00 p.m. Good response has been received from the students.
