E-RESOURCES
Leading publishers of books and journals have introduced new products, namely electronic books, journals, and reports, to enhance accessibility and usage. Academicians have shown keen interest in these products and have recommended them to scholars and students. Consequently, the need for electronic resources has arisen, prompting academic libraries, especially university libraries, to begin procuring or subscribing to e-resources to meet their patrons' information needs. The University Library also acquired such e-resources for its members' use. Accordingly, the heads of various departments have recommended the following e-resources relevant to their fields. The subscribed e-resources are categorized under e-books, e-journals, and databases.
ACCESS & PRIVILEGES
- All electronic resources subscribed to and accessible through the University Library webpage are intended for academic use only and are governed by license agreements. It is the responsibility of each user to ensure that these e-resources are used solely for personal, educational, and research purposes.
- Systematic or programmatic downloading, preservation, and printing are prohibited. For example, you may not download an entire journal issue or print multiple copies of the same article.
- Electronic distribution of content is also restricted, although the specific limitations vary by publisher. It may be permissible to forward an article via email to a colleague within your own institution; however, transmitting an article to someone outside the institution, to a large group of recipients, a mailing list, or an electronic bulletin board is not allowed.
- You cannot post the PDF of an article on your website. The publishers' primary concern is that individuals outside your campus network should not have access to resources licensed by your institution. However, a researcher may post a preprint of an article they have authored.
- As with any form of scholarly communication, a researcher may use phrases or quotes from other articles and must cite the source of the information. However, a researcher is prohibited from using large portions of text, such as entire paragraphs or chapters, from an article or a book chapter.
- Publishers monitor the usage of their electronic resources by tracking the number of downloads made by subscribing institutions. If any misuse is detected, the publisher notifies the subscribing institution, providing details of the violations. The institution is then expected to take appropriate action. Meanwhile, the publisher suspends access to the e-resources until suitable measures are taken by the institution. This suspension applies not only to the specific journals where the license agreement was violated but to all journals from the same publisher. Furthermore, access is suspended not only for the individual responsible for the violation but for the entire institution.
- It is the responsibility of individual users to ensure that their use of electronic resources complies with the terms and conditions specified in the license agreements. Although licenses vary from publisher to publisher, the general principles are as follows:

- Use of robots or intelligent agents to do systematic, bulk or automatic downloading is not permitted
- Systematic downloading or printing of entire journal issues or volumes, or large portions of other e-resources is not permitted
- Using e-resources for commercial gain is not permitted (i.e. reselling, redistributing or republishing licensed content)
- Transmitting, disseminating or otherwise making online content available to unauthorized users (i.e. sending to mailing lists or electronic bulletin boards) is not permitted
- Posting the publisher's version or PDF of an article to an open class website is not permitted (instead, post the URL to the article which will allow only authorized users access)
