TNPESU University Library was established in 2007. Until 2017, the library operated in temporary facilities within the administrative and academic blocks. In 2018, the library was relocated to a new two-story building with a total carpet area of 6,772 sq. ft. (629.11 sq. m), situated on the western side of the university campus. Internally, the library is divided into the following sections: Circulation, Technical Processing, Reading Hall, e-Library, Periodicals, Stacks, and Thesis sections. The central university library holds an indispensable position at Tamil Nadu Physical Education and Sports University, supporting teaching, research, and development activities. It is a vibrant department on campus, providing resources in a user-friendly environment that facilitates learning, knowledge advancement, and the discovery of new insights across all academic programs offered by the university.

The University Library shall be located on the main campus and will be overseen by a University Librarian, who reports directly to the Vice-Chancellor in accordance with Chapter VII (15) of the University Statutes.
TThe University Library Committee was established by the Vice-Chancellor of TNPESU. The committee members include the Vice-Chancellor as Chairperson, one Syndicate member, three faculty members nominated by the Vice-Chancellor representing undergraduate, postgraduate, and research programs, the Deputy Librarian as Secretary, and one external University Librarian as a member.
The main functions of the library committee are:
